Next instruction on checking electronic C/O, form D 6/3/2019


 

(VLR) The General Department of Vietnam Customs has issued instruction to provincial and municipal customs departments on inspection of electronic C/O form D through ASEAN Single-Window mechanism (ASW)

In which, the General Department of Vietnam Customs said regulations and commitment in ASEAN shall in no way restrict authorities and organizations to provide paper C/O form D or electronic C/O for the same shipment. Accordingly, in case one shipment has both soft and hard copy of C/O , the Custom Department bases on soft copy to apply special incentive tax rate for such shipment.

In case there is discrepancy of information between the soft and hard copy of C/O, the General Department of Customs shall instruct provincial and municipal customs departments to verify as required.

If ASW or the National Single Window (NSW) portal counters trouble, the Custom department shall receive paper C/O which is issued in accordance with ASEAN Trade in Goods Agreement to consider the processing in their authority.

The verification and determination of goods origin shall follow regulations in Circular No. 38/2018/TT-BTC  by Ministry of Finance and Procedures under Decision No. 4286/QĐ-TCHQ dated 2015 by the General Department of Vietnam Customs.

Also reported by the General Department of Vietnam Customs, from 01/04/2019, Brunei Darussalam connect their electronic data transmission system via ASW. Therefore, from this date, the customs department shall check and receive electronic C/O form D granted by Brunei through this single-window system. The inspection shall follow instruction by the General Department of Vietnam Customs under documents (Letter No. 78/TCHQ-GSQL dated 05/01/2018; 1888/TCHQ-GSQL dated 10/4/2018 and 5724/TCHQ-GSQL dated 02/10/2018).

 

Before, ASW has been linked for 5 members including Vietnam, Thailand, Malaysia, Indonesia and Singapore through exchange of form D C/O in electronic form (e-C/O Form D).

 

As reported from the early year to 19/3, Vietnam receives 10,553 C/O from 4 member countries and sends  23,262 C/O to them. In which, Indonesia has the most number of C/Os with Vietnam. However, from this early year, Vietnam receives no C/O from Thailand while we sends 9,773 C/O to them.
